段文，男，法学博士，海南大学法学院讲师，研究方向为：国际公法，国际海洋法，Email: duanwen@hainanu.edu.cn

Dr. Wen Duan is a lecturer in international law at the Law School of Hainan University. He has obtained his Ph.D. degree in Law from Utrecht University in 2021 and his Juris Master degree from Peking University in 2016. His research interests are in the areas of public international law with the focus on international law of the sea. He has published a monograph and a series of research articles, including The International Legal Regime Relating to Marine Protected Areas in Areas beyond National Jurisdiction: Identifying and Addressing Gaps (Brill, 2022) and “Area-Based Management Tools under the BBNJ Agreement: Ambition or Illusion?” (Review of European, Comparative & International Environmental Law, 33 (2024)).

段文，海南大学法学院讲师，荷兰乌特勒支大学法学博士，北京大学法律硕士。研究方向为国际公法和国际海洋法，并在该领域通过国际权威的Brill学术出版社出版了一部英文学术专著并在《Review of European, Comparative & International Environmental Law》（SSCI, 法学类Q1）、《Marine Policy》（SSCI, Q1）、《边界与海洋研究》和《中国海商法研究》等国内外知名学术刊物上发表了多篇中英文论文，代表作是其专著The International Legal Regime Relating to Marine Protected Areas in Areas beyond National Jurisdiction: Identifying and Addressing Gaps [Brill, 2022]，以及英文论文“Area-Based Management Tools under the BBNJ Agreement: Ambition or Illusion?” [Review of European, Comparative & International Environmental Law, 33 (2024)]。
